Hubei Province Waterborne Emergency and Pollution Prevention International Science and Technology Cooperation Base

The Hubei Provincial Waterborne Emergency and Pollution Prevention International Science and Technology Cooperation Base is established with Wuhan University of Technology, the only institution directly under the Ministry of Education in China that offers maritime-related programs. Over the years, the base has focused on the public safety and disaster prevention needs, in conjunction with the characteristics of the waterway transportation industry. The research work primarily revolves around the development of waterborne emergency response technologies and equipment, accident scenario reproduction, situational forecasting and emergency decision-making, hazardous goods transportation and pollutant emission control, among other areas. The aim is to break through and resolve key technologies and common issues related to waterborne emergency and pollution prevention, leading to a series of theoretical, technical achievements, and new equipment, which have effectively enhanced China's waterborne emergency and pollution prevention capabilities.

Currently, the base is equipped with world-class experimental platforms, including a full-mission large vessel maneuvering simulator, maritime radar simulator, VTS simulator, electronic chart system, and oil spill/hazardous material leakage emergency simulation system. In recent years, the base has undertaken over 50 international cooperation, national, and provincial-level scientific research projects, with a total research funding exceeding 100 million RMB. Among these, there are 7 international cooperation projects, 1 National Science and Technology Support Program project, and 13 National Natural Science Foundation projects.

The base has published more than 300 papers in domestic and international academic journals and conferences, with over 100 articles indexed in SCI, EI, and CPCI. It has also co-authored 20 papers with international collaborators and delivered 57 keynote speeches at international academic conferences, including over 10 invited and plenary speeches. The base has received more than 30 provincial and ministerial-level scientific research awards in fields such as waterborne emergency response, ship pollution control, and maritime information technology.

In the investigation of the 2015 "Eastern Star" passenger ship capsizing and the "Sanchi" oil tanker accident, six team members were invited to participate in the investigations and special studies, with one serving as a member of the State Council's expert group.
